REFERENCE IS MADE TO YOUR LETTER OF SEPTEMBER 30, 1955, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER A BID DATED SEPTEMBER 19, 1955, SUBMITTED BY THE BORDEN DECALCOMANIA COMPANY MAY BE DISREGARDED IN VIEW OF THE BIDDER'S ALLEGATION OF ERROR.

ON THE BASIS OF THE FACTS AND EVIDENCE OF RECORD, INCLUDING (1) THE STATEMENTS IN YOUR LETTER OF SEPTEMBER 30, 1955, RELATIVE TO THE ALLEGED ERROR, (2) THE COPIES OF PERTINENT TELEGRAMS AND LETTERS EXCHANGED BETWEEN THE CONTRACTING OFFICER AND THE BIDDER AND (3) THE OTHER SUPPORTING DOCUMENTS FURNISHED, THERE IS NO DOUBT THAT THE COMPANY MADE A BONA FIDE ERROR IN ITS BID AS ALLEGED.

ACCORDINGLY, SINCE THE CONTRACTING OFFICER BELIEVED THE BID WAS ERRONEOUS AND SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED SATISFACTORILY BY THE COMPANY PRIOR TO AWARD, THE BID OF THE BORDEN DECALCOMANIA COMPANY MAY BE DISREGARDED IN MAKING THE AWARD.
