THE LETTER IS CONSIDERED TO BE IN THE NATURE OF A REQUEST FOR REVIEW OF THE ACTION TAKEN IN ALLOWING YOUR CLAIM FOR STORAGE AND SHIPMENT OF HOUSEHOLD GOODS ON A COMMUTED BASIS RATHER THAN ON AN ACTUAL EXPENSE BASIS. A-143, DATED JANUARY 22, 1952, ISSUED BY THE NEW YORK QUARTERMASTER PROCUREMENT AGENCY, YOU SHIPPED HOUSEHOLD GOODS WEIGHING 8,120 POUNDS FROM YOUR HOME IN FRESH MEADOWS, FLUSHING, LONG ISLAND, NEW YORK, TO DESTINATION, CRYSTAL LAKE, ILLINOIS, AT AN ACTUAL COST OF $1,110.13.

THE AUTHORITY FOR THE TRANSPORTATION OF HOUSEHOLD GOODS AT GOVERNMENT EXPENSE IS CONTAINED IN SECTION 1 OF PUBLIC LAW 600, 60 STAT. 806. UNDER THAT LAW AND EXECUTIVE ORDER NO. 9805, AS AMENDED, PROMULGATED THEREUNDER, YOU WERE LIMITED TO THE SHIPMENT, AND STORAGE FOR NOT TO EXCEED 60 DAYS, OF 7,000 POUNDS OF HOUSEHOLD EFFECTS ON A COMMUTED BASIS, AND PAYMENT COULD BE AUTHORIZED THEREUNDER ONLY AS FOLLOWS.

OF THIS AMOUNT, $600 WAS WITHHELD TO RECOVER A TRAVEL ADVANCE MADE TO YOU BY THE DEPARTMENT OF THE ARMY, AND THE BALANCE OF $171.40 WAS AUTHORIZED BY OUR OFFICE UNDER DATE OF SEPTEMBER 8, 1955, FOR PAYMENT TO YOU. THE AMOUNT OF $338.73, REPRESENTING THE DIFFERENCE BETWEEN PAYMENT ON A COMMUTED BASIS AND YOUR ACTUAL EXPENSE, WAS DISALLOWED.

IT THUS APPEARS THAT YOU HAVE RECEIVED THE FULL AMOUNT PAYABLE BY THE GOVERNMENT IN THIS MATTER. ACCORDINGLY, THE DISALLOWANCE OF THE ADDITIONAL AMOUNT CLAIMED IS SUSTAINED.
