THE RECORD SHOWS THAT THE EMPLOYEE WAS GIVEN AN EMERGENCY ASSIGNMENT WHICH REQUIRED HER TO REMAIN AT THE OFFICE UNTIL 6:15 P.M. SINCE PUBLIC TRANSPORTATION FACILITIES WERE NOT IN OPERATION AT THE TIME BECAUSE OF A STRIKE SHE WAS REQUIRED TO HIRE A TAXICAB FOR TRANSPORTATION HOME AT CONSIDERABLE EXTRA COST. THE LONG STANDING RULE IS THAT IT IS THE DUTY AND OBLIGATION OF GOVERNMENT EMPLOYEES TO PLACE THEMSELVES AT THEIR REGULAR PLACES OF EMPLOYMENT AND TO RETURN TO THEIR HOMES AT THEIR OWN EXPENSE. THE FACT THAT SUCH EXPENSES MAY HAVE BEEN INCREASED BECAUSE OF THE PERFORMANCE OF OVERTIME OR OTHER EMERGENCY CONDITIONS DOES NOT AFFECT OR CHANGE THE RULE. 16 COMP. PAYMENT OF ANY PART OF THE COST OF TRANSPORTATION BETWEEN AN EMPLOYEE'S PLACE OF DUTY AND HOME IS NOT AUTHORIZED.

YOUR LETTER OF SEPTEMBER 2, 1955, SUBMITS A CLAIM BY AN EMPLOYEE OF THE BUREAU OF MINES FOR $2.20 REPRESENTING TAXICAB FARE AND TIP FROM PLACE OF EMPLOYMENT, 18TH AND E STREETS, N.W., TO THE HOME OF THE EMPLOYEE AT HYATTSVILLE, MARYLAND. YOU ASK WHETHER THE CLAIM MAY BE CERTIFIED FOR PAYMENT UNDER THE FACTS AND CIRCUMSTANCES HEREINAFTER RELATED.

THE RECORD SHOWS THAT THE EMPLOYEE WAS GIVEN AN EMERGENCY ASSIGNMENT WHICH REQUIRED HER TO REMAIN AT THE OFFICE UNTIL 6:15 P.M. ON AUGUST 5, 1955. THIS LATE ASSIGNMENT CAUSED HER TO MISS HER CAR POOL RIDE, AND SINCE PUBLIC TRANSPORTATION FACILITIES WERE NOT IN OPERATION AT THE TIME BECAUSE OF A STRIKE SHE WAS REQUIRED TO HIRE A TAXICAB FOR TRANSPORTATION HOME AT CONSIDERABLE EXTRA COST.
