B-124872, AUG. 2, 1955

TO THE HONORABLE RAYMOND BLATTENBERGER, PUBLIC PRINTER:

REFERENCE IS MADE TO YOUR LETTER OF JULY 28, 1955, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER A BID DATED JULY 19, 1955, SUBMITTED BY HALLIDAY LITHOGRAPH CORPORATION ON JACKET NO. 350532 MAY BE DISREGARDED, IN VIEW OF THE BIDDER'S ALLEGATION OF ERROR.

THE CORPORATION'S BID OF $567 WAS CONSIDERABLY LOWER THAN THE TWO OTHER BIDS OF $798 AND $1,110 AND THE GOVERNMENT'S ESTIMATE OF $1,024.28 FOR THE JOB. BY REASON OF THIS, THE CONTRACTING OFFICER BELIEVED THAT THE BID WAS ERRONEOUS AND, UPON BEING REQUESTED TO VERIFY ITS BID, THE BIDDER ALLEGED AND SUBMITTED ITS ORIGINAL WORKSHEET TENDING TO ESTABLISH THAT IT HAD MADE AN ERROR IN COMPUTING ITS BID BY OMITTING AN ITEM OF $471 FOR THE BINDING. IN THESE CIRCUMSTANCES, THE CORPORATION SHOULD BE DISREGARDED.

THE PAPERS, WITH THE EXCEPTION OF THE BIDDER'S WORKSHEET AND ITS LETTER OF JULY 25, 1955, ARE RETURNED, AS REQUESTED.
