REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF CAPTAIN ALBERT L. THE VOUCHER SHOWS THAT THE CHILD WAS BORN ON SEPTEMBER 1. THAT SHE IS A MEMBER OF THE OFFICER'S HOUSEHOLD. IT ALSO RELATES THAT THE CHILD DOES NOT HAVE ANY INCOME OR PROPERTY IN HER OWN RIGHT AND THAT SHE IS NOT THE BENEFICIARY OF ANY TRUST OR ESTATE. WHILE AN ITEMIZATION OF THE CHILD'S MONTHLY LIVING EXPENSES SHOWING THE COST OF EACH ITEM HAS NOT BEEN FURNISHED AND THE AMOUNT OF THE OFFICER'S MONTHLY CONTRIBUTION TO THE SUPPORT OF THE CHILD IS NOT STATED. IT REASONABLY APPEARS FROM THE SUBMITTED EVIDENCE THAT THE CHILD IS DEPENDENT ON THE OFFICER FOR HER ENTIRE SUPPORT. THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH.

YOUR LETTER OF JULY 14, 1955, REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF CAPTAIN ALBERT L. KOTZEBUE, 056184, INFANTRY, FOR REIMBURSEMENT OF THE COST OF TRANSPORTATION OF DEPENDENTS (WIFE, KATHLEEN A. KOTZEBUE; STEPDAUGHTER, SANDRA A. MORRISON; DAUGHTER, MARY K. KOTZEBUE; SON, DAVID L. KOTZEBUE; DAUGHTER, PATRICIA R. KOTZEBUE; DAUGHTER, DEBORAH H. KOTZEBUE) FROM FORT LAWTON, WASHINGTON, TO MEMPHIS, TENNESSEE, THE TRAVEL HAVING BEEN PERFORMED PURSUANT TO ORDERS DATED APRIL 29, 1955. YOUR DOUBT IN THE MATTER APPEARS TO BE BASED ON THE FACT THAT THE SUPPLEMENTAL CERTIFICATE ATTACHED TO THE VOUCHER RESPECTING THE DEPENDENCY STATUS OF THE OFFICER'S STEPDAUGHTER DOES NOT SHOW THE MONTHLY AMOUNT OF HER LIVING EXPENSES OR THE MONTHLY AMOUNT CONTRIBUTED BY THE OFFICER TO HER SUPPORT.

THE VOUCHER SHOWS THAT THE CHILD WAS BORN ON SEPTEMBER 1, 1943, AND THAT SHE IS A MEMBER OF THE OFFICER'S HOUSEHOLD. THE OFFICER'S SUPPLEMENTAL CERTIFICATE RELATES THAT HE CONTRIBUTES 100 PERCENT OF THE CHILD'S SUPPORT, THE EXACT AMOUNT BEING UNKNOWN. IT ALSO RELATES THAT THE CHILD DOES NOT HAVE ANY INCOME OR PROPERTY IN HER OWN RIGHT AND THAT SHE IS NOT THE BENEFICIARY OF ANY TRUST OR ESTATE, DIRECT OR THROUGH OTHERS.

WHILE AN ITEMIZATION OF THE CHILD'S MONTHLY LIVING EXPENSES SHOWING THE COST OF EACH ITEM HAS NOT BEEN FURNISHED AND THE AMOUNT OF THE OFFICER'S MONTHLY CONTRIBUTION TO THE SUPPORT OF THE CHILD IS NOT STATED, AS APPEARS TO BE CONTEMPLATED BY THE DESCRIPTIVE MATTER INCLUDED IN THE SUPPLEMENTAL CERTIFICATE SET FORTH IN AR 35-3090, CH. 2, PAR. 15D/1), DATED JUNE 8, 1955, IT REASONABLY APPEARS FROM THE SUBMITTED EVIDENCE THAT THE CHILD IS DEPENDENT ON THE OFFICER FOR HER ENTIRE SUPPORT.

ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH, PAYMENT ON THE VOUCHER BEING AUTHORIZED, IF OTHERWISE CORRECT.
