REFERENCE IS MADE TO YOUR LETTER OF JULY 12, 1955, WITH ENCLOSURES, REQUESTING A DECISION AS TO THE ACTION TO BE TAKEN REGARDING AN ERROR THE DISTRICT LITHOGRAPH COMPANY, INC., ALLEGES IT MADE IN ITS BID OPENED ON JUNE 30, 1955.

THE GOVERNMENT PRINTING OFFICE REQUESTED BIDS FOR FURNISHING 3,000 COPIES OF A 252-PAGE BOOK TO BE PRINTED AND BOUND IN ACCORDANCE WITH THE SPECIFICATIONS SET FORTH IN GPO JACKET NO. 347531. IN RESPONSE, THE DISTRICT LITHOGRAPH COMPANY, INC., SUBMITTED A BID OFFERING TO FURNISH 3,000 COPIES OF THE REQUIRED BOOK FOR THE PRICE OF $673. THE EIGHT OTHER BIDS RANGED FROM $849 TO $1,657.50.

YOU STATE THAT, BECAUSE THE BID OF THE DISTRICT LITHOGRAPH COMPANY, INC., WAS OUT OF LINE WITH THE OTHER BIDS AND WITH THE GOVERNMENT'S ESTIMATE OF $1,100.89, THE CORPORATION WAS REQUESTED TO VERIFY ITS BID. ON JUNE 30, 1955, THE CORPORATION ADVISED BY TELEPHONE THAT IT HAD MADE AN ERROR IN ITS BID IN THAT IT HAD FAILED TO INCLUDE CHARGES FOR BINDING THE BOOKS. IN A CONFIRMING LETTER DATED JULY 1, 1955, THE CORPORATION STATED THAT THE CORRECT PRICE IS $986.45 AND NOT $673. IN SUPPORT OF ITS ALLEGATION OF ERROR, THE CORPORATION SUBMITTED THE ESTIMATE SHEET USED IN COMPUTING ITS BID.

ON THE BASIS OF FACTS AND EVIDENCE OF RECORD, THERE IS NO ROOM FOR DOUBT THAT THE CORPORATION MADE AN ERROR IN ITS BID, AS ALLEGED. ACCORDINGLY, SINCE IT WAS BELIEVED THAT THE BID WAS ERRONEOUS AND SINCE SUCH BELIEF WAS CONFIRMED PRIOR TO AWARD, THE BID SHOULD BE DISREGARDED.

THE CORPORATION'S LETTER OF JULY 1, 1955, AND ITS ESTIMATE SHEET ARE BEING RETAINED. THE OTHER PAPERS ARE RETURNED.
