REFERENCE IS MADE TO YOUR LETTER OF JUNE 16, 1955, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER A BID SUBMITTED BY NATIONAL OFFSET, INC., ON JACKET NO. 344373 MAY BE DISREGARDED IN VIEW OF THE BIDDER'S ALLEGATION OF ERROR.

THE RECORD SHOWS THAT DUE TO THE DIFFERENCE BETWEEN THE CORPORATION'S BID OF $1,310, THE GOVERNMENT'S ESTIMATE OF $2,132.56 FOR THE WORK, AND THE TWO OTHER BIDS OF $1,790 AND $3,548.50, THE CONTRACTING OFFICER NOTED THE POSSIBILITY THAT THE LOW BID WAS ERRONEOUS AND, THEREFORE, BY TELEGRAM OF JUNE 9, 1955, TO NATIONAL OFFSET, INC., REQUESTED REVIEW OF THE SPECIFICATIONS AND CONFIRMATION OF ITS BID PRICE. BY REPLY TELEGRAM DATED JUNE 9, 1955, THE CORPORATION ADVISED THAT ITS INTENDED BID WAS $1,810, AND BY CONFIRMING LETTERS OF JUNE 9 AND 10, 1955, EXPLAINED THAT IN COMPUTING ITS BID IT MADE A MISTAKE BY INCLUDING A CHARGE OF $250 FOR BINDING, ITS PRICE FOR 1,000 COPIES, INSTEAD OF $750 FOR BINDING THE 3,000 COPIES REQUIRED. ITS WORKSHEET SHOWS THAT THERE WAS INCLUDED IN ITS BID THE CHARGE OF ONLY $250 AS ALLEGED. YOU STATE THAT THE COST OF THE BINDING ALONE, IF PERFORMED BY THE GOVERNMENT, WOULD BE $913.48.

ON THE BASIS OF THE FACTS OF RECORD, THERE IS NO DOUBT THAT THE BIDDER MADE A BONA FIDE ERROR IN COMPUTING ITS BID, AS ALLEGED. ACCORDINGLY, SINCE IT WAS BELIEVED THE BID WAS ERRONEOUS AND SINCE SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED BY THE CORPORATION PRIOR TO AWARD, THE BID OF NATIONAL OFFSET, INC., SHOULD BE DISREGARDED IN MAKING THE AWARD.

THE PAPERS, WITH THE EXCEPTION OF THE BIDDER'S LETTER OF JUNE 10, 1955, AND ITS WORKSHEET FORWARDED THEREWITH, ARE RETURNED.
