ALTHOUGH THE RECORD REASONABLY INDICATES THAT AN ERROR IN THE BID WAS MADE AS ALLEGED. IT APPEARS THAT A NEW WAGE DETERMINATION IS NECESSARY SINCE THE EXPIRATION DATE OF THE PRESENT PREDETERMINATION IS SHOWN AS JUNE 3. THE ABSTRACT OF BIDS ARE RETURNED. ALL OTHER PAPERS ARE BEING RETAINED IN THIS OFFICE.

REFERENCE IS MADE TO YOUR LINE OF APRIL 25, 1955, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER A BID DATED APRIL 18, 1955, SUBMITTED BY MOUNTAIN HOME ELECTRIC AND HEATING, MAY BE INCREASED FROM $1,625 TO $3,250, IN VIEW OF THE BIDDER'S ALLEGATION OF ERROR.

YOU STATE THAT DUE TO THE WIDE VARIATION BETWEEN THE MOUNTAIN HOME ELECTRIC AND HEATING BID OF $1,625 AND THE ONLY OTHER BID OF $4,954, YOU REQUESTED VERIFICATION OF THE LOW BID. BY LETTER OF APRIL 19, 1955, THE COMPANY ADVISED THAT IT HAD OVERLOOKED THE FACT THAT THE IMPROVEMENTS WERE REQUIRED FOR TWO MESS HALLS INSTEAD OF ONE; THAT THE PRINTS (DRAWING) SHOWED ONE BUILDING WHILE THE SPECIFICATIONS SHOWED TWO; THAT, CONSEQUENTLY, IT BASED ITS BID ON ONE BUILDING WITH TWO ENTRANCES.

ALTHOUGH THE RECORD REASONABLY INDICATES THAT AN ERROR IN THE BID WAS MADE AS ALLEGED, THE BID PRICE ACTUALLY INTENDED HAS NOT BEEN CLEARLY ESTABLISHED. ALSO, YOU REPORT THAT THE OTHER BIDDER REINSPECTED THE SITE JUST PRIOR TO BID OPENING TIME AND, REALIZING THAT HE HAD MADE THE SAME MISTAKE, ADJUSTED HIS BID A FEW MINUTES BEFORE OPENING TIME. IN ANY EVENT, IT APPEARS THAT A NEW WAGE DETERMINATION IS NECESSARY SINCE THE EXPIRATION DATE OF THE PRESENT PREDETERMINATION IS SHOWN AS JUNE 3, 1955.

ACCORDINGLY, ALL BIDS SHOULD BE REJECTED AND THE WORK READVERTISED UNDER PROPER SPECIFICATIONS WITH A NEW WAGE DETERMINATION BY THE SECRETARY OF LABOR.

THE EXECUTED COPY OF THE BID, DRAWING NO. MH-500-06, DATED MARCH 22, 1955, AND THE ABSTRACT OF BIDS ARE RETURNED. ALL OTHER PAPERS ARE BEING RETAINED IN THIS OFFICE.
