ELLIOT LECTURES AT HARVARD AND HAS NUMEROUS OTHER PERSONAL COMMITMENTS WHICH DOUBTLESS WERE KNOWN TO THE ADMINISTRATIVE OFFICE WHEN HE WAS AUTHORIZED TO PERFORM THE TRAVEL. THE QUOTED EXTRACT FROM THE TRAVEL ORDERS WAS APPARENTLY INTENDED AS AN APPROVAL IN THE INTEREST OF THE GOVERNMENT OF SUCH MODES OF TRAVEL AS HE MIGHT FIND NECESSARY BECAUSE OF PRIVATE BUSINESS COMMITMENTS. YOUR LETTER OF APRIL 12, 1955, REQUESTS OUR DECISION WHETHER YOU MAY CERTIFY FOR PAYMENT THE VOUCHER THEREWITH TRANSMITTED CONSISTING OF A RECLAIM BY WILLIAM Y. ELLIOTT OF $15.45 ADMINISTRATIVELY DEDUCTED FROM HIS PRIOR TRAVEL VOUCHER COVERING THE PERIOD OCTOBER 5 TO NOVEMBER 25, 1954. THIS AMOUNT REPRESENTS THE EXCESS COST OF TRANSPORTATION FROM BOSTON TO WASHINGTON, C., BY AIR AND RETURN BY TRAIN, FOR SIX ROUND TRIPS, AS COMPARED WITH THE COST OF THE ROUND TRIPS BY AIR.

MR. ELLIOTT IS EMPLOYED BY THE OFFICE OF DEFENSE MOBILIZATION AS A PART- TIME CONSULTANT AT $50 PER DAY. TRAVEL AUTHORIZATION NO. 140, DATED SEPTEMBER 29, 1954, SPECIFICALLY COVERS THE TRAVEL PERIOD OCTOBER 1 THROUGH DECEMBER 31, 1954. IT AUTHORIZES TRAVEL BY COMMON CARRIER, INCLUDING COMMERCIAL AIRLINE, AND CONTAINS THE FOLLOWING PROVISIONS:

"WHEN PRESSURE OF GOVERNMENT BUSINESS DICTATES REVISION OF TRAVEL SCHEDULE, MODE OF TRANSPORTATION NECESSARY TO FULFILL PRIOR PERSONAL COMMITMENTS IS HEREBY AUTHORIZED.'

PARAGRAPH 16 OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS PROVIDES:

"16. SPECIAL TICKETS.--- THROUGH TICKETS, EXCURSION TICKETS,REDUCED RATE ROUND-TRIP OR PARTY TICKETS SHOULD BE SECURED WHENEVER PRACTICABLE AND ECONOMICAL. (SEE PARS. 9, 49).'

IT APPEARS THAT MR. ELLIOT LECTURES AT HARVARD AND HAS NUMEROUS OTHER PERSONAL COMMITMENTS WHICH DOUBTLESS WERE KNOWN TO THE ADMINISTRATIVE OFFICE WHEN HE WAS AUTHORIZED TO PERFORM THE TRAVEL. THE QUOTED EXTRACT FROM THE TRAVEL ORDERS WAS APPARENTLY INTENDED AS AN APPROVAL IN THE INTEREST OF THE GOVERNMENT OF SUCH MODES OF TRAVEL AS HE MIGHT FIND NECESSARY BECAUSE OF PRIVATE BUSINESS COMMITMENTS. MOREOVER, MR. ELLIOTT SAYS THAT "THE PRESSURE OF GOVERNMENT BUSINESS FORCES ME TO USE A PLANE WHEN I NEVER DID SO AS A NORMAL THING IN PREVIOUS GOVERNMENT SULTATION.'

IN THE CIRCUMSTANCES, WE ARE OF THE VIEW THAT IT WAS NOT "PRACTICABLE AND ECONOMICAL" FOR MR. ELLIOTT TO USE ROUND-TRIP AIR TRANSPORTATION IN THESE CASES.

THE VOUCHER IS RETURNED AND MAY BE CERTIFIED FOR PAYMENT IF OTHERWISE CORRECT.
