YOUR LETTER OF APRIL 12, 1955, REQUESTS OUR DECISION AS TO WHETHER YOU MAY CERTIFY FOR PAYMENT THE VOUCHER THEREWITH TRANSMITTED IN FAVOR OF ARTHUR H. FARRELL, IN THE AMOUNT OF $55.27.

MR. FARRELL'S TRAVEL ORDERS JULY 1, 1954, AUTHORIZED TRAVEL BY RAIL FROM HIS TEMPORARY DUTY STATION AT CHICAGO, ILLINOIS, TO OKLAHOMA CITY FOR DUTY AND RETURN TO HIS HEADQUARTERS, WASHINGTON, D.C. A PER DIEM ALLOWANCE WAS AUTHORIZED FOR THE TRAVEL, INCLUDING A $9 PER DIEM FOR TRAVEL TIME. WHILE AT OKLAHOMA CITY HE WAS GRANTED ANNUAL LEAVE, AND HE TRAVELED BY TRAIN TO SPRINGFIELD, MASSACHUSETTS, AT A COST TO HIMSELF OF $77.68. AT THE TERMINATION OF THE LEAVE, INCLUDING A PERIOD OF LEAVE WITHOUT PAY, HE RETURNED TO WASHINGTON, D.C. AT HIS OWN EXPENSE TO PREPARE FOR HIS NEXT ASSIGNMENT. HE NOW CLAIMS THE CONSTRUCTIVE COST OF RAIL COACH FARE FROM OKLAHOMA CITY TO WASHINGTON, D.C., PLUS 1 3/4 DAYS' PER DIEM AND TAXICAB FARES.

IN THE CIRCUMSTANCES, THE TRAVEL TO MASSACHUSETTS FOR THE PURPOSE OF TAKING LEAVE AND RETURNING TO WASHINGTON, D.C., FROM THAT POINT MAY BE CONSIDERED AS A RETURN TO HEADQUARTERS BY AN INDIRECT ROUTE ENTITLING THE EMPLOYEE TO REIMBURSEMENT FOR NOT EXCEEDING THE COST BY THE DIRECT ROUTE. SEE PARAGRAPH 10 OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS.

THE VOUCHER IS RETURNED AND, IF OTHERWISE CORRECT, MAY BE CERTIFIED FOR PAYMENT.
