DEPARTMENT OF THE ARMY: REFERENCE IS MADE TO YOUR LETTER OF NOVEMBER 1. WERE ORDERED TO ANNUAL UNIT TRAINING AT FORT EUSTIS. THE DIRECTIVE FURTHER STATED THAT PERSONNEL AUTHORIZED TO TRAVEL AS INDIVIDUALS WERE LISTED "IN ANNEX A.". PARAGRAPH 3C OF THAT DIRECTIVE PROVIDED THAT PERSONNEL OF THE MAIN PARTY WHO WERE AUTHORIZED TO TRAVEL AS INDIVIDUALS WOULD SCHEDULE THEIR TRAVEL SO AS TO ARRIVE AT FORT EUSTIS NOT LATER THAN THE TIME DESIGNATED. PARAGRAPH 3D PROVIDED THAT "AUTHORIZED INDIVIDUAL TRAVEL BY PRIVATELY-OWNED AUTOMOBILE OR OTHER MEANS OF CONVEYANCE WILL BE AT THE PERSONAL EXPENSE OF THE INDIVIDUAL SO TRAVELLING.". IT APPEARS THAT THE QUOTED PROVISION OF PARAGRAPH 3D OF THE DIRECTIVE WAS INTENDED FOR APPLICATION TO MEMBERS DESIGNATED TO TRAVEL WITH THE MAIN PARTY WHO MIGHT ELECT TO TRAVEL SEPARATELY.

REFERENCE IS MADE TO YOUR LETTER OF NOVEMBER 1, 1954, SUBMITTING FOR ADVANCE DECISION TWO VOUCHERS STATED IN FAVOR OF CERTAIN OFFICERS AND ENLISTED MEN FOR MILEAGE COVERING THEIR TRAVEL FROM WASHINGTON, D.C., TO FORT EUSTIS, VIRGINIA, AND RETURN.

BY LETTER ORDER NO. U-5-4, HEADQUARTERS, DISTRICT OF COLUMBIA MILITARY DISTRICT, FORT MYER, VIRGINIA, DATED APRIL 19, 1954, THE MEMBERS OF 2164TH ARASU STATION COMPLEMENT, FORT EUSTIS, VIRGINIA, BY DIRECTION OF THE PRESIDENT, WERE ORDERED TO ANNUAL UNIT TRAINING AT FORT EUSTIS, VIRGINIA, FOR THE PERIOD AUGUST 15 TO 29, 1954. THE ORDERS DIRECTED THE CHIEF, DISTRICT OF COLUMBIA MILITARY DISTRICT, TO "EFFECT MOVEMENT OF UNIT TO TRAINING STATION" AND PROVIDED THAT THE UNIT COMMANDING OFFICER MIGHT AUTHORIZE INDIVIDUAL TRAVEL NOT TO EXCEED 25 PERCENT OF THE PARTICIPATING STRENGTH, INCLUDING ADVANCE AND REAR DETACHMENTS. A DIRECTIVE FROM HEADQUARTERS, 2164TH ARASU, STATION COMPLEMENT, FORT MYER, VIRGINIA, DATED AUGUST 2, 1954, PROVIDED THAT THE INDIVIDUALS SO DESIGNATED "IN ANNEX A HERETO" WOULD TRAVEL TO FORT EUSTIS WITH THE UNIT GROUP MOVEMENT AND THAT THE MOVEMENT WOULD BE ACCOMPLISHED BY COMMERCIAL BUS TRANSPORTATION. THE DIRECTIVE FURTHER STATED THAT PERSONNEL AUTHORIZED TO TRAVEL AS INDIVIDUALS WERE LISTED "IN ANNEX A." PARAGRAPH 3C OF THAT DIRECTIVE PROVIDED THAT PERSONNEL OF THE MAIN PARTY WHO WERE AUTHORIZED TO TRAVEL AS INDIVIDUALS WOULD SCHEDULE THEIR TRAVEL SO AS TO ARRIVE AT FORT EUSTIS NOT LATER THAN THE TIME DESIGNATED, AND PARAGRAPH 3D PROVIDED THAT "AUTHORIZED INDIVIDUAL TRAVEL BY PRIVATELY-OWNED AUTOMOBILE OR OTHER MEANS OF CONVEYANCE WILL BE AT THE PERSONAL EXPENSE OF THE INDIVIDUAL SO TRAVELLING." "ANNEX A", ATTACHED TO THE DIRECTIVE, LISTED UNDER SEPARATE HEADINGS THE NAMES OF THE MEMBERS TO MOVE WITH THE MAIN BODY AND THE MEMBERS AUTHORIZED TO TRAVEL SEPARATELY. THUS, IT APPEARS THAT THE QUOTED PROVISION OF PARAGRAPH 3D OF THE DIRECTIVE WAS INTENDED FOR APPLICATION TO MEMBERS DESIGNATED TO TRAVEL WITH THE MAIN PARTY WHO MIGHT ELECT TO TRAVEL SEPARATELY, RATHER THAN TO MEMBERS LISTED IN ANNEX A UNDER THE HEADING "TO MOVE AS INDIVIDUALS AUTHORIZED SEPARATE TRAVEL."

PARAGRAPH 6000-1(F), JOINT TRAVEL REGULATIONS, PROVIDES THAT IF NEITHER TRANSPORTATION NOR SUBSISTENCE IS FURNISHED, MEMBERS OF THE RESERVE COMPONENTS CALLED TO OR RELEASED FROM ACTIVE DUTY FOR TRAINING WITH PAY SHALL BE ENTITLED TO A MILEAGE ALLOWANCE OF SIX CENTS PER MILE FOR THE OFFICIAL DISTANCE FROM THE PLACE TO WHICH ORDERS ARE ADDRESSED OR RECEIVED, WHICHEVER IS NEARER, TO THE TRAINING DUTY POINT, AND FROM THE PLACE OF RELEASE FOR TRAINING DUTY TO THE PLACE TO WHICH ORDERS ARE ADDRESSED. SINCE EACH OF THE MEMBERS NAMED ON THE VOUCHERS HERE INVOLVED WERE LISTED ON ANNEX A UNDER THE HEADING "TO MOVE AS INDIVIDUALS AUTHORIZED SEPARATE TRAVEL," AND SINCE NEITHER TRANSPORTATION NOR SUBSISTENCE WAS PROVIDED FOR THEM, THEY ARE ENTITLED UNDER THE REGULATIONS TO MILEAGE FOR THEIR DIRECTED TRAVEL FROM WASHINGTON, D.C., TO FORT EUSTIS, VIRGINIA, AND RETURN.

THE VOUCHERS AND SUPPORTING PAPERS ARE RETURNED, PAYMENT BEING AUTHORIZED, IF OTHERWISE CORRECT.
