USAF: REFERENCE IS MADE TO YOUR LETTER OF AUGUST 13. YOU WERE RELEASED FROM ASSIGNMENT WITH 670TH AC AND W SQUADRON. WERE PICKED UP AT YOUR RESIDENCE IN SANTA BARBARA. AT WHICH TIME THEY WERE MOVED TO SAN BERNARDINO. THE GREATER PORTION OF THE AMOUNT CLAIMED BY YOU ($137.17) WAS INCURRED PRIOR TO THE ORDERS OF APRIL 25. THE AMOUNT ALLOWED BY THE SETTLEMENT ($13.23) WAS LIMITED TO STORAGE FROM APRIL 25 TO MAY 31. IN VIEW OF YOUR STATEMENT THAT YOUR DUTY AT NORTON AIR FORCE BASE WAS PRECEDED BY TEMPORARY DUTY. WE HAVE OBTAINED ADDITIONAL INFORMATION FROM THE DEPARTMENT OF THE AIR FORCE. YOU WERE DIRECTED TO PROCEED TO 544TH AC AND W GROUP. UPON COMPLETION OF WHICH YOU WERE TO RETURN TO CAMP COOKE.

REFERENCE IS MADE TO YOUR LETTER OF AUGUST 13, 1954, REQUESTING REVIEW OF THE SETTLEMENT OF MAY 10, 1954, WHICH DISALLOWED A PART OF YOUR CLAIM FOR REIMBURSEMENT FOR THE COST OF PACKING, STORING, TRANSPORTING, AND HANDLING YOUR HOUSEHOLD EFFECTS.

BY PARAGRAPH 15, SPECIAL ORDERS NO. 80, DATED APRIL 25, 1951, YOU WERE RELEASED FROM ASSIGNMENT WITH 670TH AC AND W SQUADRON, CAMP COOKE, CALIFORNIA, AND ASSIGNED TO 544TH AC AND W GROUP, NORTON AIR FORCE BASE, SAN BERNARDINO, CALIFORNIA, REPORTING NOT LATER THAN MAY 1, 1951. FEBRUARY 24, 1951, YOUR HOUSEHOLD EFFECTS, WEIGHING 3,950 POUNDS, WERE PICKED UP AT YOUR RESIDENCE IN SANTA BARBARA, CALIFORNIA, HAULED TO HAWTHORNE, CALIFORNIA, AND PLACED IN STORAGE UNTIL MAY 31, 1951, AT WHICH TIME THEY WERE MOVED TO SAN BERNARDINO, CALIFORNIA, APPARENTLY AT GOVERNMENT EXPENSE. THE GREATER PORTION OF THE AMOUNT CLAIMED BY YOU ($137.17) WAS INCURRED PRIOR TO THE ORDERS OF APRIL 25, 1951, AND THE AMOUNT ALLOWED BY THE SETTLEMENT ($13.23) WAS LIMITED TO STORAGE FROM APRIL 25 TO MAY 31, 1951 ($10.43), AND UNPACKING ($2.80). IN VIEW OF YOUR STATEMENT THAT YOUR DUTY AT NORTON AIR FORCE BASE WAS PRECEDED BY TEMPORARY DUTY, WE HAVE OBTAINED ADDITIONAL INFORMATION FROM THE DEPARTMENT OF THE AIR FORCE.

THE RECORD NOW SHOWS THAT BY PARAGRAPH 3, SPECIAL ORDERS NO. 31, DATED FEBRUARY 14, 1951, WHILE ATTACHED TO 670TH AC AND W SQUADRON, CAMP COOKE, YOU WERE DIRECTED TO PROCEED TO 544TH AC AND W GROUP, NORTON AIR FORCE BASE, FOR TEMPORARY DUTY OF APPROXIMATELY 30 DAYS, UPON COMPLETION OF WHICH YOU WERE TO RETURN TO CAMP COOKE. THOSE ORDERS WERE AMENDED ON MARCH 16 AND APRIL 24, 1951, TO INCREASE THE TEMPORARY DUTY TO 74 DAYS.

PARAGRAPH 8F, EXECUTIVE ORDER 10053, DATED APRIL 20, 1949, IN EFFECT UNTIL MARCH 31, 1951, PROVIDED THAT WHEN A MEMBER WAS DETACHED UNDER ORDERS FROM A PERMANENT DUTY STATION AND ORDERED TO TEMPORARY DUTY, OR TO TEMPORARY DUTY FOR FURTHER ASSIGNMENT, HIS HOUSEHOLD GOODS, WITHIN PRESCRIBED PERMANENT CHANGE-OF-STATION WEIGHT ALLOWANCE, COULD BE PACKED, DRAYED, AND PLACED IN STORAGE. SINCE THE ORDERS OF FEBRUARY 14, 1951, DID NOT DETACH YOU FROM YOUR PERMANENT STATION NOR ORDER YOU TO TEMPORARY DUTY FOR FURTHER ASSIGNMENT, YOU WERE NOT ENTITLED TO HAVE YOUR HOUSEHOLD EFFECTS HAULED FROM SANTA BARBARA TO HAWTHORNE AND PLACED IN STORAGE AT GOVERNMENT EXPENSE. THEREFORE, YOU ARE NOT ENTITLED TO REIMBURSEMENT FOR THE COSTS INCURRED PRIOR TO APRIL 25, 1951, AND THE SETTLEMENT OF MAY 10, 1954, IS SUSTAINED.
