SCHENCK: REFERENCE IS MADE TO YOUR LETTER OF MAY 27. THE DISALLOWANCE WAS BASED ON AN ADMINISTRATIVE REPORT THAT YOUR REASSIGNMENT TO GALESBURG WAS PERMANENT. IN YOUR LETTER YOU SET OUT THE REASONS WHY YOU BELIEVE THE REASSIGNMENT WAS TEMPORARY RATHER THAN PERMANENT. YOUR LETTER WAS SUBMITTED TO THE ADMINISTRATIVE OFFICE FOR CONSIDERATION AND A REPORT ON YOUR ALLEGATIONS. IN WHICH THE WORD "TEMPORARY" WAS USED. WERE WRITTEN AFTER HE LEFT THE RUN ON MARCH 1. THE WORD TEMPORARY WAS USED BECAUSE HE WAS ON THE RUN FOR ONLY A SHORT TIME. THIS WAS NOT A TEMPORARY RUN IN THE SENSE THAT WE ARE USING IT IN THIS CORRESPONDENCE SINCE HE LEFT THE RUN BY HIS OWN CHOICE AND WAS SUCCEEDED BY ANOTHER CLERK.

REFERENCE IS MADE TO YOUR LETTER OF MAY 27, 1955, REQUESTING RECONSIDERATION OF OUR DECISION OF MAY 24, 1955, B-121253, TO YOU, WHICH DISALLOWED YOUR CLAIM FOR TRAVEL TIME COMPENSATION INCIDENT TO YOUR REASSIGNMENT, EFFECTIVE JANUARY 1, 1954, FROM OMAHA, NEBRASKA, TO GALESBURG, ILLINOIS, AS A POSTAL TRANSPORTATION CLERK, CHICAGO AND COUNCIL BLUFFS RAILWAY POST OFFICE.

THE DISALLOWANCE WAS BASED ON AN ADMINISTRATIVE REPORT THAT YOUR REASSIGNMENT TO GALESBURG WAS PERMANENT. IN YOUR LETTER YOU SET OUT THE REASONS WHY YOU BELIEVE THE REASSIGNMENT WAS TEMPORARY RATHER THAN PERMANENT. YOUR LETTER WAS SUBMITTED TO THE ADMINISTRATIVE OFFICE FOR CONSIDERATION AND A REPORT ON YOUR ALLEGATIONS. THE ADMINISTRATIVE OFFICE ADVISED US ON OCTOBER 7, 1955, THAT:

"* * * THE LETTERS THAT MR. SCHENCK REFERS TO AS BEING RECEIVED FROM THE FIELD OFFICIALS, IN WHICH THE WORD "TEMPORARY" WAS USED, WERE WRITTEN AFTER HE LEFT THE RUN ON MARCH 1, 1954. THE WORD TEMPORARY WAS USED BECAUSE HE WAS ON THE RUN FOR ONLY A SHORT TIME. HOWEVER, THIS WAS NOT A TEMPORARY RUN IN THE SENSE THAT WE ARE USING IT IN THIS CORRESPONDENCE SINCE HE LEFT THE RUN BY HIS OWN CHOICE AND WAS SUCCEEDED BY ANOTHER CLERK. HAD HE CHOSEN TO REMAIN ON THE RUN HE COULD HAVE DONE SO AS IT WAS SET UP AS A PERMANENT RUN.'

AS WE STATED IN OUR DECISION OF MAY 24, 1955, THE ASSIGNMENT OF PERSONNEL IS AN ADMINISTRATIVE FUNCTION. SINCE THE DEPARTMENT DESIGNATED YOUR ASSIGNMENT TO GALESBURG AS A PERMANENT REASSIGNMENT, THERE IS NO FURTHER ACTION WE MAY TAKE IN THIS MATTER.
