USAF: REFERENCE IS MADE TO YOUR LETTER OF JUNE 7. WAS APPLIED IN PARTIAL LIQUIDATION OF YOUR INDEBTEDNESS TO THE GOVERNMENT IN THE AMOUNT OF $815.80 ERRONEOUSLY PAID TO YOU AS STATION PER DIEM ALLOWANCES DURING THE PERIOD OCTOBER 16. WHILE YOU WERE STATIONED AT CHATEAUROUX. THE AUDIT EXCEPTION WAS ISSUED ON THE BASIS OF INFORMATION THAT MEALS AND QUARTERS WERE AVAILABLE AT YOUR STATION. YOU CONTEND THAT ADEQUATE QUARTERS FOR FIELD OFFICERS WERE NOT AVAILABLE UNTIL SOME TIME AFTER YOU LEFT CHATEAUROUX. YOU HAVE FURNISHED NO INFORMATION AS TO THE MESSING FACILITIES WHICH WERE AVAILABLE AT THAT PLACE. AS YOU ARE PROBABLY AWARE. REQUESTED REMOVAL OF CERTAIN AUDIT EXCEPTIONS WHICH COVERED PAYMENT OF STATION PER DIEM ALLOWANCES TO AIR FORCE PERSONNEL WHO WERE JOINED BY DEPENDENTS WHILE THEY WERE STATIONED AT CHATEAUROUX.

REFERENCE IS MADE TO YOUR LETTER OF JUNE 7, 1954, RELATIVE TO SETTLEMENT OF MAY 21, 1954, IN WHICH THE AMOUNT OF $100, ALLOWED AS ADDITIONAL UNIFORM ALLOWANCE, WAS APPLIED IN PARTIAL LIQUIDATION OF YOUR INDEBTEDNESS TO THE GOVERNMENT IN THE AMOUNT OF $815.80 ERRONEOUSLY PAID TO YOU AS STATION PER DIEM ALLOWANCES DURING THE PERIOD OCTOBER 16, 1951, TO APRIL 16, 1952, WHILE YOU WERE STATIONED AT CHATEAUROUX, FRANCE, AS STATED IN NOTICE OF EXCEPTION NO. 401072, DATED JULY 20, 1953.

THE AUDIT EXCEPTION WAS ISSUED ON THE BASIS OF INFORMATION THAT MEALS AND QUARTERS WERE AVAILABLE AT YOUR STATION. YOU CONTEND THAT ADEQUATE QUARTERS FOR FIELD OFFICERS WERE NOT AVAILABLE UNTIL SOME TIME AFTER YOU LEFT CHATEAUROUX, BUT YOU HAVE FURNISHED NO INFORMATION AS TO THE MESSING FACILITIES WHICH WERE AVAILABLE AT THAT PLACE.

AS YOU ARE PROBABLY AWARE, THE SITUATION WHICH EXISTED AT CHATEAUROUX AT THAT TIME HAS BEEN THE SUBJECT OF A STUDY MADE BY THE CHIEF OF STAFF, U.S. AIR FORCE. ON THE BASIS OF FACTS FOUND AS A RESULT OF THAT STUDY, THE SECRETARY OF THE AIR FORCE UNDER DATE OF FEBRUARY 24, 1956, REQUESTED REMOVAL OF CERTAIN AUDIT EXCEPTIONS WHICH COVERED PAYMENT OF STATION PER DIEM ALLOWANCES TO AIR FORCE PERSONNEL WHO WERE JOINED BY DEPENDENTS WHILE THEY WERE STATIONED AT CHATEAUROUX. HOWEVER, IN A LETTER DATED MARCH 26, 1956, THE DIRECTOR OF FINANCE, U.S. AIR FORCE, AIR FORCE FINANCE CENTER, DENVER, COLORADO, ADVISED THAT "IN COMPILATION OF DATA REQUIRED IN PREPARATION OF THE SUBMISSION TO THE COMPTROLLER GENERAL REFERRED TO IN LAST PARAGRAPH OF YOUR LETTER, IT WAS DETERMINED THAT IN THE CASE OF MAJOR PATTON, AS A MEMBER WITHOUT DEPENDENTS, NO ENTITLEMENT WOULD EXIST TO THE STATION PER DIEM ALLOWANCES FOR THE PERIOD IN QUESTION.' SUCH STATEMENT INDICATES THAT GOVERNMENT QUARTERS AND MESSING FACILITIES WERE AVAILABLE TO YOU DURING THE PERIOD INVOLVED, AND THAT YOU WERE NOT ENTITLED TO STATION PER DIEM ALLOWANCES DURING THE PERIOD INVOLVED.

IN THE CIRCUMSTANCES, IT APPEARS THAT THE AMOUNT OF $100 ALLOWED AS ADDITIONAL UNIFORM ALLOWANCE WAS PROPERLY WITHHELD. ACCORDINGLY, THE SETTLEMENT OF MAY 21, 1954, IS SUSTAINED.
