DUBIN MACHINERY, 219 SOUTH FORMOSA AVENUE, LOS ANGELAS, CALIFORNIA, TO HAVE BEEN MADE IN ITS BID WHICH WAS SUBMITTED IN RESPONSE TO SALES INVITATION NO. 09-603-S-54-50, DATED MAY 12, 1954, ISSUED BY THE ROBINS AIR FORCE BASE, GEORGIA.

THE FACTS OF RECORD FAIL TO SHOW THAT THE PROTESTING BIDDER SUBMITTED A CLEAR AND DEFINITE BID. IN ANY EVENT, THE INTENDED BID HAS NOT BEEN CLEARLY ESTABLISHED, NOR HAS THE BIDDER BEEN ABLE TO SUBMIT ANY FACTUAL EVIDENCE IN SUPPORT OF ITS ALLEGATION. ACCORDINGLY, THE BID OF A. DUBIN MACHINERY SHOULD BE DISREGARDED.
