FURTHER REFERENCE IS MADE TO YOUR LETTERS OF MAY 16, 1954, AND JUNE 3, 1954, IN EFFECT REQUESTING REVIEW OF SETTLEMENT DATED MAY 14, 1954, WHICH DISALLOWED YOUR CLAIM FOR AMOUNTS BELIEVED TO BE DUE YOU IN CONNECTION WITH AN ALLOTMENT WHICH YOU HAD IN EFFECT WHILE YOU WERE SERVING AS AN ARMY ENLISTED MAN FROM JULY 16, 1941, TO NOVEMBER 18, 1945.

IT APPEARS TO BE YOUR CONTENTION THAT DURING THE PERIOD FROM AUGUST 1, 1941, TO NOVEMBER 18, 1945, YOU HAD IN EFFECT AN ALLOTMENT, WHICH WAS TO BE SENT TO GENERAL DELIVERY, RALEIGH, NORTH CAROLINA, OR TO A BANK AT THAT PLACE, AND THAT YOUR AUNT, MRS. HASTIE ANDREWS, WAS TO RECEIVE THE MONEY IF YOU WERE KILLED WHILE IN THE SERVICE. YOU SAY THAT YOU INCREASED YOUR AUNT'S ALLOTMENT WHEN YOU RECEIVED AN INCREASE IN PAY BUT THAT SHE NEVER RECEIVED THE ALLOTMENT CHECKS.

YOUR PAY ACCOUNT FOR THE PERIOD INVOLVED HAS BEEN CAREFULLY EXAMINED BUT AN ALLOTMENT WHICH FITS YOUR DESCRIPTION CANNOT BE IDENTIFIED. THE VARIOUS ALLOTMENT DEDUCTIONS MADE FROM YOUR PAY FOR SUCH PERIOD HAVE, THEREFORE, BEEN THOROUGHLY INVESTIGATED.

DEDUCTIONS FOR THE PURCHASE OF SAVINGS BONDS WERE MADE FROM YOUR PAY AT THE RATE OF $2.50 A MONTH FROM MAY 1942 THROUGH JANUARY 1943, AND AT THE RATE OF $10 A MONTH FOR FEBRUARY AND MARCH 1943, THE TOTAL OF THESE DEDUCTIONS BEING $42.50. THE AMOUNTS SO DEDUCTED WERE REFUNDED TO YOU AS FOLLOWS: (1) $17.50 ON VOUCHER NO. 12420, MARCH 1944 ACCOUNTS OF J. H. REES, AND (2) $25 ON VOUCHER NO. 2001, AUGUST 1944 ACCOUNTS OF R. K. LEBROU. BOND ALLOTMENT DEDUCTIONS WERE MADE AT THE RATE OF $12.50 A MONTH FROM APRIL 1943 THROUGH JUNE 1944 AND AT THE RATE OF $18.75 A MONTH FROM DECEMBER 1944 THROUGH SEPTEMBER 1945. A REPORT OBTAINED FROM THE TREASURY DEPARTMENT SHOWS THAT FOR THESE PERIODS THE DEPARTMENT OF THE ARMY ISSUED 15 SAVINGS BONDS, INSCRIBED WITH YOUR NAME, PAYABLE ON DEATH TO MRS. HASTIE (OR HASTY) ANDREWS, WITH ISSUE DATE AND PURCHASE PRICE AS FOLLOWS: (1) JUNE 1943, $37.50; (2) SEPTEMBER 1943, $37.50; (3) DECEMBER 1943, $37.50; (4) MARCH 1944, $37.50; (5) JUNE 1944, $37.50; (6) DECEMBER 1944, $18.75; (7) JANUARY 1945, $18.75; (8) FEBRUARY 1945, $18.75; (9) MARCH 1945, $18.75; (10) APRIL 1945, $18.75; (11) MAY 1945, $18.75; (12) JUNE 1945, $18.75; (13) JULY 1945, $18.75; (14) AUGUST 1945, $18.75 AND (15) SEPTEMBER 1945, $18.75. THE TREASURY DEPARTMENT REPORT SHOWS THAT ALL OF THESE BONDS WERE PAID BY THE FIRST CITIZENS BANK AND TRUST COMPANY, SPRING HOPE, NORTH CAROLINA, ON REQUESTS FOR PAYMENT SIGNED BY ,JOSEPH W. ANDREWS.'

YOU HAD IN EFFECT A CLASS E ALLOTMENT OF $20 A MONTH IN FAVOR OF MRS. HASTIE ANDREWS FROM JUNE 1942 THROUGH OCTOBER 1943. THE RECORDS SHOW THAT ALL OF THE CHECKS COVERING SUCH ALLOTMENT PAYMENTS WERE NEGOTIATED IN DUE COURSE AND PAID BY THE TREASURER OF THE UNITED STATES AND THAT THEY HAVE BEEN DESTROYED PURSUANT TO LAW BECAUSE OF THEIR AGE.

THE RECORDS SHOW THAT ON FEBRUARY 8, 1945, YOU APPLIED FOR FAMILY ALLOWANCE FOR YOUR AUNT, HASTY (HASTIE) ANDREWS, UNDER THE SERVICEMEN'S DEPENDENTS ALLOWANCE ACT OF 1942. YOUR APPLICATION WAS DISAPPROVED AS THE DEGREE OF DEPENDENCY ESTABLISHED WAS NOT SUFFICIENT TO WARRANT PAYMENT OF THE FAMILY ALLOWANCE. FAMILY ALLOWANCE DEDUCTIONS OF $22 A MONTH WERE MADE FROM YOUR PAY FOR FEBRUARY AND MARCH 1945, BUT THE TOTAL AMOUNT SO DEDUCTED ($44) WAS RECREDITED TO YOUR ACCOUNT ON THE VOUCHER COVERING YOUR PAY FOR APRIL 1945.

IT MUST BE CONCLUDED, THEREFORE, THAT NO AMOUNT REMAINS DUE YOU OR YOUR AUNT ON ACCOUNT OF ALLOTMENT DEDUCTIONS MADE FROM YOUR PAY WHILE YOU WERE SERVING IN THE ARMY AND THAT THE SETTLEMENT OF MAY 14, 1954, CORRECTLY DISALLOWED YOUR CLAIM.
