The Bureau of Finance, Post Office Department, requested a decision on whether it could properly certify for payment from a certain appropriation account four vouchers totaling $933.69 for expenses related to the promotional campaign for the new eight-cent Statue of Liberty stamp. The vouchers cover incidental hotel accommodations, flowers and a luncheon that occurred in connection with a telecast of a ceremony for the stamp attended by the President and other government and foreign dignitaries. GAO held that since it had been administratively determined that the expenses here involved were necessary to the promotional activities of the Philatelic Agency, the general appropriation concerned may be regarded a legally available therefore and the four vouches, which were returned, properly may be certified for payment. However, it is believed that if any further promotional expenses in substantial amounts such as here involved should be contemplated, specific statutory authority should be obtained.
