USNR: REFERENCE IS MADE TO YOUR LETTER OF MARCH 1. YOU WERE ORDERED TO ACTIVE DUTY FROM YOUR HOME. WHILE SHIPMENT IS IN TRANSIT OR EN ROUTE. STORAGE IS NOT FURNISHED FREE OF CHARGE BY THE CARRIER CONCERNED. PARAGRAPH 8006-2 OF THE SAME REGULATIONS PROVIDES THAT WHERE STORAGE OF EFFECTS IS DESIRED UPON ASSIGNMENT TO SEA DUTY HOUSEHOLD EFFECTS MAY BE PLACED IN NONTEMPORARY STORAGE IN GOVERNMENT FACILITIES WHEN SUCH FACILITIES ARE AVAILABLE. NO PROVISION IS MADE IN SUCH REGULATIONS FOR PAYMENT OF ANY PORTION OF THE COST INCURRED FOR COMMERCIAL STORAGE. WHEN GOVERNMENT FACILITIES ARE NOT AVAILABLE. REFERENCE IS MADE TO YOUR LETTER OF MARCH 1, 1954, REQUESTING REVIEW OF THAT PART OF SETTLEMENT OF FEBRUARY 1, 1954, WHICH DISALLOWED YOUR CLAIM FOR REIMBURSEMENT OF THE COST OF STORAGE OF HOUSEHOLD EFFECTS FROM APRIL 19, 1951, TO OCTOBER 19, 1951, WHILE SERVING ON ACTIVE DUTY AS LIEUTENANT (JG), UNITED STATES NAVAL RESERVE.

BY ORDERS DATED FEBRUARY 20, 1951, YOU WERE ORDERED TO ACTIVE DUTY FROM YOUR HOME, SAVANNAH, GEORGIA, AND ASSIGNED TO DUTY WITH THE AIR TRANSPORT SQUADRON TWENTY-ONE, MIDWAY.

PARAGRAPH 8006-1, JOINT TRAVEL REGULATIONS, PROMULGATED PURSUANT TO SECTION 303(C) OF THE CAREER COMPENSATION ACT OF 1949, 63 STAT. 814, PROVIDES THAT WHENEVER NECESSARY IN CONNECTION WITH A PERMANENT CHANGE OF STATION TEMPORARY STORAGE OF HOUSEHOLD EFFECTS NOT TO EXCEED SIX MONTHS MAY BE AUTHORIZED AT GOVERNMENT EXPENSE AFTER PICKUP OF PROPERTY AT QUARTERS AND BEFORE DISPATCH OF SHIPMENT FROM CARRIER'S STATION AT POINT OF ORIGIN; WHILE SHIPMENT IS IN TRANSIT OR EN ROUTE, AND STORAGE IS NOT FURNISHED FREE OF CHARGE BY THE CARRIER CONCERNED; OR AFTER ARRIVAL OF SHIPMENT AT CARRIER'S DESTINATION STATION AND BEFORE DELIVERY OF SHIPMENT INTO QUARTERS. PARAGRAPH 8006-2 OF THE SAME REGULATIONS PROVIDES THAT WHERE STORAGE OF EFFECTS IS DESIRED UPON ASSIGNMENT TO SEA DUTY HOUSEHOLD EFFECTS MAY BE PLACED IN NONTEMPORARY STORAGE IN GOVERNMENT FACILITIES WHEN SUCH FACILITIES ARE AVAILABLE. HOWEVER, NO PROVISION IS MADE IN SUCH REGULATIONS FOR PAYMENT OF ANY PORTION OF THE COST INCURRED FOR COMMERCIAL STORAGE, WHEN GOVERNMENT FACILITIES ARE NOT AVAILABLE.

THE STORAGE OF YOUR HOUSEHOLD EFFECTS AT GOVERNMENT EXPENSE WAS NOT AUTHORIZED UNDER THE FOREGOING PROVISIONS OF THE JOINT TRAVEL REGULATIONS, NOTWITHSTANDING ANY ADVICE TO THE CONTRARY YOU MAY HAVE RECEIVED. SEE B- 117451, JANUARY 26, 1954, 33 COMP. GEN. 306.

ACCORDINGLY, THE DISALLOWANCE OF YOUR CLAIM FOR REIMBURSEMENT FOR SIX MONTHS' STORAGE OF YOUR HOUSEHOLD EFFECTS, AND INCIDENTALS THERETO, IS SUSTAINED.
