BY ORDERS DATED AUGUST 12, 1952, YOU WERE DETACHED FROM DUTY ABOARD THE USS HENRICO (AFA 45) AND RELIEVED FROM ACTIVE DUTY EFFECTIVE SEPTEMBER 18, 1952, IT BEING SHOWN THAT YOUR HOME OF RECORD AND PLACE FROM WHICH YOU WERE ORDERED TO ACTIVE DUTY WAS COLFAX, LOUISIANA. THE CLAIMS DIVISION OF THIS OFFICE DISALLOWED YOUR CLAIM FOR AN ADDITIONAL AMOUNT AND ADVISED YOU THAT YOU HAD BEEN OVERPAID IN THE AMOUNT OF $31.48 AS SHOWN BY AN EXCEPTION TAKEN BY THE AUDIT DIVISION OF THIS OFFICE TO THE PAYMENT MADE TO YOU.

PARAGRAPH 8009-5, JOINT TRAVEL REGULATIONS, PROVIDES THAT UPON RELEASE FROM ACTIVE DUTY MEMBERS OF THE RESERVE COMPONENTS OF THE UNIFORMED SERVICES MAY SHIP HOUSEHOLD EFFECTS AT GOVERNMENT EXPENSE FROM LAST OR ANY PREVIOUS PERMANENT DUTY STATION OR PLACE OF STORAGE IN CONNECTION THEREWITH TO HOME. PARAGRAPH 8000-5A OF THE SAME REGULATIONS PROVIDES THAT THE TERM "HOME OF RECORD" IS THE PLACE CURRENTLY RECORDED AS THE HOME OF THE MEMBER, OR THE PLACE AT WHICH THE MEMBER WAS LOCATED WHEN ENLISTED OR ORDERED TO THE RELEVANT TOUR OF ACTIVE DUTY. HENCE, UPON YOUR RELEASE FROM ACTIVE DUTY YOU WERE ENTITLED TO SHIPMENT OF YOUR HOUSEHOLD EFFECTS AT GOVERNMENT EXPENSE FROM BRYCELAND, LOUISIANA, THE PLACE WHERE SUCH EFFECTS WERE LOCATED, TO COVINGTON, LOUISIANA, NOT TO EXCEED THE COST TO YOUR HOME, COLFAX, LOUISIANA. APPLICABLE TARIFFS ON FILE IN THIS OFFICE SHOW THAT HAD YOUR EFFECTS BEEN SHIPPED BY VAN WITHOUT EXPEDITED SERVICE FROM BRYCELAND TO COLFAX, YOUR HOME OF RECORD, THE COST WOULD HAVE BEEN $83.72, COMPUTED AT $2.54 A HUNDRED POUNDS PLUS 3 PERCENT TAX. ON VOUCHER NO. 333524, YOU WERE PAID THE SUM OF $115.20. THUS, YOU WERE OVERPAID THE SUM OF $31.48. YOUR RIGHTS IN THE MATTER ARE FIXED BY LAW AND REGULATIONS AND THIS OFFICE HAS NO AUTHORITY TO ALLOW MORE THAN THE AMOUNT SO FIXED. ACCORDINGLY, YOU SHOULD REFUND $31.48 TO THE NAVY DEPARTMENT OR TO THIS OFFICE BY CHECK OR MONEY ORDER MADE PAYABLE TO THE TREASURER OF THE UNITED STATES.
