YOU REQUEST TO BE ADVISED WHY YOU WERE ALLOWED LESS THAN THE ACTUAL COST TO YOU FOR THE TRANSPORTATION OF YOUR EFFECTS AND ALSO THE REASON YOU WERE NOT ALLOWED THE AMOUNT CLAIMED ($31.63) FOR WAREHOUSE LABOR IN AND ($54.30) FOR WRAPPING. AT THE TIME YOUR HOUSEHOLD EFFECTS WERE MOVED. PARAGRAPH 22D OF EXECUTIVE ORDER NO. 10053 PROVIDED THE BASIS OF REIMBURSEMENT FOR THE TRANSPORTATION OF THE HOUSEHOLD EFFECTS OF MEMBERS OF THE UNIFORMED SERVICES WHO WERE RETIRED. REFERENCE IS MADE TO YOUR LETTER OF DECEMBER 13, 1953, RELATIVE TO YOUR CLAIM FOR REIMBURSEMENT FOR THE EXPENSES INCURRED IN PACKING, MOVING AND STORAGE OF YOUR HOUSEHOLD EFFECTS IN CONNECTION WITH YOUR RETIREMENT PURSUANT TO PARAGRAPH 31 OF SPECIAL ORDERS NO. 112, DATED JUNE 9, 1950.

BY SETTLEMENT DATED JULY 28, 1953, YOU WERE ALLOWED $271.10 FOR PACKING HOUSEHOLD EFFECTS AND FOR TRANSPORTATION OF SUCH EFFECTS FROM WELDON SPRINGS, MISSOURI, TO A WAREHOUSE IN UNIVERSITY CITY, MISSOURI. YOU REQUEST TO BE ADVISED WHY YOU WERE ALLOWED LESS THAN THE ACTUAL COST TO YOU FOR THE TRANSPORTATION OF YOUR EFFECTS AND ALSO THE REASON YOU WERE NOT ALLOWED THE AMOUNT CLAIMED ($31.63) FOR WAREHOUSE LABOR IN AND ($54.30) FOR WRAPPING, DEMOTHING AND PREPARING FOR STORAGE.

AT THE TIME YOUR HOUSEHOLD EFFECTS WERE MOVED, PARAGRAPH 22D OF EXECUTIVE ORDER NO. 10053 PROVIDED THE BASIS OF REIMBURSEMENT FOR THE TRANSPORTATION OF THE HOUSEHOLD EFFECTS OF MEMBERS OF THE UNIFORMED SERVICES WHO WERE RETIRED. THAT PARAGRAPH PROVIDED FOR REIMBURSEMENT ON THE BASIS OF COST, HAD SHIPMENT BEEN MADE BY A SHIPPING OFFICER AND, ALSO, FOR THE APPROPRIATE AUTHORITY OF THE SERVICE CONCERNED TO DETERMINE SUCH COST. THE CHIEF OF TRANSPORTATION HAS REPORTED THAT IT WOULD HAVE COST THE GOVERNMENT $1 PER HUNDRED WEIGHT TO MOVE YOUR EFFECTS, WEIGHING 10,560 POUNDS, HAD TRANSPORTATION BEEN PROCURED BY THE LOCAL TRANSPORTATION OFFICER, PLUS $165.50 FOR PACKING AND EXPENSES INCIDENTAL TO STORAGE, INCLUDING WAREHOUSE LABOR IN, WRAPPING AND DEMOTHING, A TOTAL OF $271.10. THAT AMOUNT HAS BEEN PAID TO YOU AND APPLICABLE REGULATIONS AFFORD NO LEGAL BASIS FOR THE PAYMENT OF ANY ADDITIONAL AMOUNT.

ACCORDINGLY, THE SETTLEMENT OF JULY 23, 1953, IS SUSTAINED.
