YOUR LETTER OF SEPTEMBER 19, 1957, WITH ENCLOSURES, FORWARDED HERE BY THE THIRD ENDORSEMENT DATED NOVEMBER 8, 1957, OF THE CHIEF OF FINANCE, REQUESTS DECISION WHETHER YOU ARE AUTHORIZED TO CREDIT GERTRUDE Q. JACKSON, N 758 319, WITH INCREASED BASIC ALLOWANCE FOR QUARTERS ON ACCOUNT OF A DEPENDENT HUSBAND.

THE OFFICER'S CERTIFICATE FORWARDED WITH YOUR LETTER SHOWS THAT THE HUSBAND, OVER 70 YEARS OF AGE AND BLIND, HAS NO ASSETS OR INCOME AND THAT THE OFFICER CONTRIBUTES NOT LESS THAN $175 PER MONTH FOR HIS SUPPORT. IS CONCLUDED ON THESE FACTS THAT THE OFFICER'S HUSBAND IS INCAPABLE OF SELF SUPPORT AND WAS IN FACT DEPENDENT ON HER FOR CHIEF SUPPORT DURING THE PERIOD MAY 1, 1956, TO SEPTEMBER 9, 1957, THE DATE OF THE OFFICER'S CERTIFICATE. ACCORDINGLY, PAYMENT OF THE ALLOWANCES TO CAPTAIN JACKSON AS FOR AN OFFICER WITH A DEPENDENT HUSBAND WILL BE PASSED FOR CREDIT, IF OTHERWISE CORRECT, FOR THE PERIOD FROM MAY 1, 1956, TO SEPTEMBER 9, 1957, AND THEREAFTER SO LONG AS THERE IS NO MATERIAL CHANGE IN THE DEPENDENCY STATUS OF HER HUSBAND.
