FURTHER REFERENCE IS MADE TO YOUR LETTER OF JUNE 18, 1953, REQUESTING REVIEW OF GENERAL ACCOUNTING OFFICE SETTLEMENT DATED JUNE 3, 1953, WHICH ALLOWED $6.50 ON YOUR CLAIM FOR REIMBURSEMENT OF EXPENSES OF TRANSPORTATION AND PER DIEM DURING THE PERIOD AUGUST 20 TO 23, 1952.

BY PARAGRAPH 5, SPECIAL ORDERS NO. 78, HEADQUARTERS, 81ST AIR BASE GROUP, APO 755, UNITED STATES AIR FORCE (APPARENTLY LOCATED AT BENTWATERS, ENGLAND) DATED JULY 29, 1952, YOU WERE RELEASED FROM ASSIGNMENT AND DUTY THEREAT AND REASSIGNED TO 7551ST PERSONNEL PROCESSING SQUADRON, APO 125, UNITED STATES AIR FORCE (SOUTH RUISLIP, ENGLAND) FOR ROTATION TO THE UNITED STATES AND FURTHER REASSIGNMENT. TRAVEL WAS DIRECTED ON OR ABOUT AUGUST 19, TO REPORT NOT LATER THAN AUGUST 21, 1952, AND YOUR DEPENDENTS (WIFE AND DAUGHTER, AGE 4) WERE AUTHORIZED TO ACCOMPANY YOU. PARAGRAPH 4, SPECIAL ORDERS NO. 144, ISSUED AT THE LAST MENTIONED STATION UNDER DATE OF AUGUST 17, 1952, DIRECTED YOU TO PROCEED ON AUGUST 23, 1952, TO SOUTHAMPTON, ENGLAND, FOR TRANSPORTATION TO THE UNITED STATES, ABOARD THE "US NS GEN PATCH," AND SUBSEQUENT REASSIGNMENT AT FORT HAMILTON, NEW YORK.

PARAGRAPHS 7000 AND 7003-1(1) AND 3(3), JOINT TRAVEL REGULATIONS, AUTHORIZE REIMBURSEMENT OF THE COST OF DEPENDENTS' TRANSPORTATION ON PERMANENT CHANGE OF STATION FROM OVERSEAS TO THE UNITED STATES, AT THE RATE OF SIX CENTS PER MILE FOR DEPENDENTS 12 YEARS OF AGE OR OVER, FOR THE DISTANCE TRAVELED BY LAND AT PERSONAL EXPENSE BEFORE EMBARKATION. PARAGRAPHS 4203-3 AND 4251-1 OF SAID REGULATIONS AUTHORIZE REIMBURSEMENT AT THE SAME RATE FOR TRAVEL OF MILITARY PERSONNEL AT PERSONAL EXPENSE OUTSIDE THE UNITED STATES. WHILE YOU NOW STATE THAT THE COST OF RAIL FARE FOR YOU AND YOUR FAMILY WAS $28, THE VOUCHER ORIGINALLY SUBMITTED BY YOU AND WHICH YOU CERTIFIED TO BE CORRECT, CONTAINED THE STATEMENT "TVL BY TPA," INDICATING THAT TRAVEL WAS PERFORMED BY PRIVATELY OWNED CONVEYANCE. UNDER SUCH CIRCUMSTANCES, REIMBURSEMENT MAY BE ALLOWED ONLY ON A MILEAGE BASIS.

AS TO THE PER DIEM WHICH IS PAYABLE, IT IS NOTED THAT YOUR TRAVEL TIME IS STATED TO BE FROM 2:30 P.M. AUGUST 20 TO 12 NOON AUGUST 21, 1952. HOWEVER, SINCE THE DISTANCE INVOLVED APPEARS TO BE ONLY 91 MILES AND TRAIN SCHEDULES ON FILE IN THIS OFFICE SHOW THE TRAVEL TIME TO BE ABOUT FOUR HOURS, IT APPEARS THAT YOU COULD HAVE LEFT BENTWATERS ON AUGUST 21 AND REPORTED AT SOUTH RUISLIP ON THE SAME DAY. HENCE, NO PER DIEM MAY BE ALLOWED FOR AUGUST 20. WHILE PER DIEM IS PAYABLE FOR AUGUST 21, 22, AND 23, 1952, AND THE RATE OF PER DIEM PRESCRIBED IN ENGLAND IS $9 PER DAY, A DEDUCTION OF 40 PERCENT IS REQUIRED FOR EACH DAY THAT GOVERNMENT QUARTERS WERE AVAILABLE. SEE PARAGRAPH 4254, JOINT TRAVEL REGULATIONS. THE CERTIFICATE OF THE INSTALLATION COMMANDER, 7551ST PERSONNEL PROCESSING SQUADRON, STATES THAT GOVERNMENT QUARTERS WERE AVAILABLE TO YOU ON AUGUST 21 AND 22 IN THAT PLACE, AND IT WILL BE ASSUMED THAT YOU WERE FURNISHED GOVERNMENT QUARTERS ON BOARD THE VESSEL ON WHICH YOU TRAVELED TO THE UNITED STATES, ON AUGUST 23.

A SETTLEMENT ALLOWING THE PROPER AMOUNT FOUND DUE IN ACCORDANCE WITH THE FOREGOING WILL ISSUE IN DUE COURSE.
