MUNK, REGULAR ARMY, FOR REIMBURSEMENT FOR THE TRAVEL OF HIS DEPENDENTS FROM COLUMBUS, GEORGIA, TO WATSONVILLE, CALIFORNIA, UNDER THE CIRCUMSTANCES THEREIN SHOWN.

BY PARAGRAPH 1, SPECIAL ORDERS NO. 223, HEADQUARTERS, U. S. ARMY HOSPITAL, FORT BENNING, GEORGIA, DATED OCTOBER 23, 1952, SERGEANT MUNK, HAVING BEEN FOUND PHYSICALLY UNFIT BY A PHYSICAL EVALUATION BOARD WAS PLACED ON DETACHED SERVICE WITH HIS CONSENT AT HIS HOME, WATSONVILLE, CALIFORNIA, EFFECTIVE ON OR ABOUT OCTOBER 24, 1952, TO AWAIT FINAL ACTION BY THE DEPARTMENT OF THE ARMY ON THE BOARD'S FINDINGS, IT BEING PROVIDED IN SAID ORDERS THAT NO TRAVEL ALLOWANCES WOULD BE PAYABLE. UNDER THE PROVISIONS OF PARAGRAPHS 7000 AND 3003-1A OF THE JOINT TRAVEL REGULATIONS, ISSUED PURSUANT TO SECTION 303 OF THE CAREER COMPENSATION ACT OF 1949, 63 STAT. 802, 814, MEMBERS OF THE UNIFORMED SERVICES ARE ENTITLED TO TRANSPORTATION OF DEPENDENTS AT GOVERNMENT EXPENSE AS FOR A PERMANENT CHANGE OF STATION FROM LAST STATION TO HOME UPON SEPARATION FROM THE SERVICE. THE ORDERS OF OCTOBER 23, 1952, PLACING CLAIMANT ON DETACHED SERVICE AT HIS HOME, WHILE NOT AUTHORIZING PAYMENT FOR TRANSPORTATION OF DEPENDENTS IN THE ABSENCE OF FURTHER ORDERS, MAY BE CONSIDERED AS INITIATING A PERMANENT CHANGE OF STATION WHICH CHANGE WAS CONSUMMATED BY THE ORDERS OF NOVEMBER 6, 1952, UNDER WHICH THE CLAIMANT WAS SEPARATED FROM THE SERVICE. 32 COMP. GEN. 348, 351: SINCE THE TRAVEL OF DEPENDENTS HERE INVOLVED WAS PERFORMED SUBSEQUENT TO THE DATE OF THE DETACHING ORDERS, AND SINCE THE CLAIMANT ACTUALLY WAS SEPARATED FROM THE SERVICE, HE IS ENTITLED TO REIMBURSEMENT FOR TRAVEL OF HIS DEPENDENTS AS FOR A PERMANENT CHANGE OF STATION FROM FORT BENNING, GEORGIA, TO HIS HOME, WATSONVILLE, CALIFORNIA. ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH, PAYMENT THEREON BEING AUTHORIZED.
