REFERENCE IS MADE TO YOUR LETTER OF DECEMBER 12, 1952, REQUESTING REVIEW OF THE SETTLEMENT OF DECEMBER 1, 1952, WHICH DISALLOWED YOUR CLAIM FOR $132.74 AS REIMBURSEMENT FOR THE PART OF THE COST PAID BY YOU FOR SHIPPING YOUR HOUSEHOLD GOODS FROM COLUMBUS, GEORGIA, TO VAN NUYS, CALIFORNIA, INCIDENT TO YOUR DISCHARGE AS SERGEANT, REGULAR ARMY.

THE RECORD SHOWS THAT YOU ENLISTED AT PARIS, FRANCE, ON AUGUST 14, 1947, AT WHICH TIME YOUR HOME WAS RECORDED AS BESSEMER, MICHIGAN; THAT BY ORDERS DATED AUGUST 9, 1951, YOU WERE DISCHARGED AT FORT BENNING, GEORGIA, AND THAT YOUR HOUSEHOLD EFFECTS WEIGHING 2,750 POUNDS WERE SHIPPED BY VAN FROM COLUMBUS, GEORGIA, TO VAN NUYS, CALIFORNIA, AT A COST OF $459.58 INCLUDING $45 FOR PACKING. THE GOVERNMENT PAID $326.84 REPRESENTING THE COST HAD SHIPMENT BEEN MADE TO MASSENA, NEW YORK. THE BALANCE OR $132.74 WAS PAID BY YOU.

PARAGRAPH 8009-5, JOINT TRAVEL REGULATIONS, PROVIDES THAT UPON DISCHARGE MEMBERS OF THE REGULAR SERVICES MAY SHIP HOUSEHOLD EFFECTS AT GOVERNMENT EXPENSE FROM LAST OR ANY OTHER PREVIOUS PERMANENT DUTY STATION TO HOME. PARAGRAPH 8000-5A OF THE SAME REGULATIONS PROVIDES THAT THE TERM "HOME OF RECORD" IS THE PLACE CURRENTLY RECORDED AS THE HOME OF THE MEMBER, OR THE PLACE AT WHICH THE MEMBER WAS LOCATED WHEN ENLISTED OR ORDERED TO THE RELEVANT TOUR OF ACTIVE DUTY. APPLICABLE TARIFFS ON FILE IN THIS OFFICE SHOW THAT HAD YOUR EFFECTS BEEN PACKED AND SHIPPED FROM COLUMBUS, GEORGIA, TO BESSEMER, MICHIGAN, YOUR HOME OF RECORD, THE COST WOULD HAVE BEEN $311.20. FURTHER, A REPORT FROM THE CHIEF OF TRANSPORTATION, DEPARTMENT OF THE ARMY, SUPPLEMENTED BY A REPORT FROM THE COMMANDER-IN CHIEF, U.S. ARMY, EUROPE, APO 403, SHOWS THAT HAD YOUR HOUSEHOLD EFFECTS BEEN PACKED AND CRATED FOR OCEAN SHIPMENT, AND HAD SHIPMENT BEEN MADE FROM FORT BENNING, GEORGIA, TO PARIS, FRANCE, THE COST WOULD HAVE BEEN $333.57. SINCE THE CONSTRUCTIVE COST OF SHIPPING YOUR EFFECTS TO PARIS IS $6.73 GREATER THAN THE AMOUNT HERETOFORE EXPENDED BY THE GOVERNMENT AS ITS PORTION OF THE COST OF SHIPPING YOUR HOUSEHOLD EFFECTS FROM COLUMBUS TO VAN NUYS YOU ARE ENTITLED TO ADDITIONAL REIMBURSEMENT IN THAT AMOUNT, SETTLEMENT FOR WHICH WILL ISSUE IN DUE COURSE.
