BY LETTER DATED APRIL 15, 1952, THE DIRECTOR OF FINANCE, DEPARTMENT OF THE AIR FORCE, REFERRED TO THIS OFFICE YOUR LETTER DATED NOVEMBER 5, 1951, WITH ENCLOSURES, REQUESTING AN ADVANCE DECISION ON THE CLAIM OF JOAN TURNER, WIDOW OF FREDERICK TURNER, FIRST LIEUTENANT, GRADE 0-2, 101ST FIGHTER SQUADRON (JET), 102ND FIGHTER GROUP, MASSACHUSETTS AIR NATIONAL GUARD FOR ARMORY DRILL PAY DUE HIM AT THE DATE OF HIS DEATH ON MAY 24, 1951 AND FOR PER DIEM INCIDENT TO TRAVEL PERFORMED AS FIRST LIEUTENANT OF THE SAID ORGANIZATION DURING THE PERIOD FROM MAY 19 TO 25 (9), 1951. THE CLAIM IS SUPPORTED BY A SUPPLEMENTAL ARMORY DRILL PAY ROLL OF THE SAID ORGANIZATION FOR THE PERIOD FROM APRIL 1, TO JUNE 30, 1951, AND A VOUCHER FOR PER DIEM AND/OR REIMBURSEMENT OF EXPENSES INCIDENT TO OFFICIAL TRAVEL (STANDARD FORM NO. 1012), FOR TRAVEL PERFORMED PURSUANT TO PARAGRAPH 1, SPECIAL ORDERS NO. 95, ADJUTANT GENERAL'S OFFICE, MILITARY DIVISION, THE COMMONWEALTH OF MASSACHUSETTS, BOSTON, MASSACHUSETTS, DATED MAY 16, 1951, SHOWING THAT A PER DIEM WAS AUTHORIZED FOR THE PERIOD OF TRAVEL ONLY.

THE CLAIMANT APPEARS TO BE ENTITLED AS WIDOW OF FREDERICK WILDER TURNER, DECEASED, TO SUCH AMOUNT AS WAS LEGALLY DUE THE DECEDENT FOR ARMORY DRILL PAY AND FOR PER DIEM AT THE DATE OF HIS DEATH (SEE THE ACT OF JUNE 30, 1906, 34 STAT. 750, AS AMENDED BY SECTION 4 OF THE ACT OF FEBRUARY 25, 1946, 60 STAT. 30), AND PAYMENT TO HER IN THAT AMOUNT IS AUTHORIZED, IF OTHERWISE CORRECT, NO DETERMINATION BEING MADE HEREIN AS TO THE CORRECTNESS OF THE AMOUNTS OF SUCH PAYMENT, OR AS TO THE CORRECTNESS OF THE SUPPLEMENTAL PAY ROLL AND THE TRAVEL VOUCHER IN OTHER RESPECTS. HOWEVER, IT MAY BE NOTED THAT THE ITINERARY SHOWN ON THE TRAVEL VOUCHER APPEARS TO BE IN ERROR SINCE IT SHOWS DATE OF ARRIVAL IN BOSTON ON MAY 25, 1951, WHEREAS THE DECEDENT DIED ON MAY 24.
