ILLINOIS (AT WHICH PLACE HE THEN WAS SERVING AS A MASTER SERGEANT IN THE REGULAR ARMY). IT IS STATED THEREIN THAT TRAVEL OF DEPENDENTS AT GOVERNMENT EXPENSE WAS AUTHORIZED. SAID ORDERS WERE AMENDED BY PARAGRAPH 12. IT IS STATED THAT THE OFFICER'S DEPENDENT TRAVELED TO DES MOINES. THAT REIMBURSEMENT IS CLAIMED ONLY FOR THE TRAVEL FROM DES MOINES TO FORT RILEY. IS AUTHORIZED AT THE RATE OF THREE CENTS PER MILE FOR DEPENDENTS FIVE YEARS OF AGE. NO TRAVEL APPEARS TO HAVE BEEN PERFORMED UNDER THOSE ORDERS PRIOR TO THE ORDERS OF NOVEMBER 6. REIMBURSEMENT IS AUTHORIZED FOR THE TRAVEL PERFORMED FROM DES MOINES TO FORT RILEY. WHICH IS RETURNED HEREWITH. IS AUTHORIZED AT THE RATE OF THREE CENTS PER MILE FOR THE DISTANCE BETWEEN THOSE TWO PLACES.

BY FIRST INDORSEMENT OF FEBRUARY 28, 1952, THE CHIEF OF FINANCE, DEPARTMENT OF THE ARMY, FORWARDED YOUR LETTER OF FEBRUARY 5, 1952, FOR ADVANCE DECISION AS TO THE LEGALITY OF PAYMENT ON A VOUCHER, SUBMITTED THEREWITH, COVERING THE TRAVEL PERFORMED BY THE MINOR SON OF CAPTAIN ARNOLD C. JULICH, TC, FROM FORT SHERIDAN, ILLINOIS, TO FORT RILEY, KANSAS, IN NOVEMBER 1951.

PARAGRAPH 7, SPECIAL ORDERS NO. 202, HEADQUARTERS, FIFTH ARMY, CHICAGO, ILLINOIS, DATED OCTOBER 1, 1951, ORDERED THE OFFICER INTO ACTIVE MILITARY SERVICE IN THE GRADE THEN HELD BY HIM IN THE OFFICERS' RESERVE CORPS, AND DIRECTED HIM TO PROCEED ON NOVEMBER 5, 1951, FROM FORT SHERIDAN, ILLINOIS (AT WHICH PLACE HE THEN WAS SERVING AS A MASTER SERGEANT IN THE REGULAR ARMY), TO FORT RILEY, KANSAS, TRAVEL BY PRIVATELY OWNED CONVEYANCE BEING AUTHORIZED. IT IS STATED THEREIN THAT TRAVEL OF DEPENDENTS AT GOVERNMENT EXPENSE WAS AUTHORIZED. SAID ORDERS WERE AMENDED BY PARAGRAPH 12, SPECIAL ORDERS NO. 229, SAME HEADQUARTERS, DATED NOVEMBER 6, 1951, SO AS TO AUTHORIZE SEVEN DAYS' LEAVE EN ROUTE. IT IS STATED THAT THE OFFICER'S DEPENDENT TRAVELED TO DES MOINES, IOWA, ON NOVEMBER 9, 1951; THAT HE PROCEEDED THENCE TO FORT RILEY ON NOVEMBER 23, 1951; AND THAT REIMBURSEMENT IS CLAIMED ONLY FOR THE TRAVEL FROM DES MOINES TO FORT RILEY, THE CHILD HAVING REACHED THE AGE OF FIVE YEARS ON NOVEMBER 10, 1951.

UNDER THE PROVISIONS OF PARAGRAPH 7003-1, OF THE JOINT TRAVEL REGULATIONS, REIMBURSEMENT FOR AUTHORIZED TRAVEL OF DEPENDENTS AT PERSONAL EXPENSE, IS AUTHORIZED AT THE RATE OF THREE CENTS PER MILE FOR DEPENDENTS FIVE YEARS OF AGE. CAPTAIN JULICH'S ORDERS OF OCTOBER 1, 1951, PROVIDED THAT NOVEMBER 5, 1951, WOULD BE THE EFFECTIVE DATE OF DUTY. HOWEVER, NO TRAVEL APPEARS TO HAVE BEEN PERFORMED UNDER THOSE ORDERS PRIOR TO THE ORDERS OF NOVEMBER 6, 1951, WHICH HAD THE EFFECT OF POSTPONING THE EFFECTIVE DATE OF SUCH ORDERS FOR A PERIOD OF SEVEN DAYS. PARAGRAPH 3003- 1B, OF THE JOINT TRAVEL REGULATIONS. WHEN HIS ORDERS, AS AMENDED, BECAME EFFECTIVE HIS SON HAD REACHED THE AGE OF FIVE YEARS AND UNDER SUCH CIRCUMSTANCES, REIMBURSEMENT IS AUTHORIZED FOR THE TRAVEL PERFORMED FROM DES MOINES TO FORT RILEY.
