The Office of the Comptroller General, so far as concerns the provisions in the subcontract for payment on a cost-plus-a-fixed-fee basis or in a fixed amount, whichever is smaller, is advising that they perceive no legal objection to such provisions in the hiring of Grove, Shepherd, Wilson, and Kruge, Inc. for the construction of two radio installations.
