WE REFER TO YOUR LETTER OF JANUARY 22, 1981, CONCERNING THE REQUEST BY DEPARTMENT OF DEFENSE, MILITARY TRAFFIC MANAGEMENT COMMAND, FOR AN EXEMPTION FROM OUR PROHIBITION AGAINST THE USE OF TRAVEL AGENTS FOR OFFICIAL GOVERNMENT TRAVEL TO CONDUCT A TEST PROGRAM.

WE ENCLOSE A COPY OF OUR LETTER TO GENERAL DRURY, VICE COMMANDER DEPARTMENT OF THE ARMY, MILITARY TRAFFIC MANAGEMENT COMMAND (MTMC), GRANTING AN EXEMPTION TO MTMC FOR A 1-YEAR TEST OF ITS PLAN. REGARDING YOUR COMMENTS, WE HAVE ADVISED MTMC THAT THE GENERAL SERVICES ADMINISTRATION SHOULD BE INFORMED OF THE PROGRESS OF THE TEST AND THE SPECIFIC METHOD OF SELECTING A TRAVEL AGENT AND THE EVALUATION CRITERIA.
