WHICH ARE INCONSISTENT WITH. THERE WAS SUBMITTED A PHOTOSTAIC COPY OF LETTER DATED JULY 28. WHO ARE CARRIED ON FORM 100 AND PAY ROLL OF THE STATE HEADQUARTERS WITH DRILL ATTENDANCE VERIFIED BY THE AIR INSTRUCTOR. THERE WAS ENCLOSED A COPY OF TELETYPE MESSAGE. WHICH ENTRIES APPEAR TO HAVE BEEN RECORDED AT OR NEAR THE TIME THE ORIGINAL FORM 100 WAS FILED. BEARING A CERTIFICATION BY THE ORGANIZATION COMMANDER THAT FROM PERSONAL KNOWLEDGE AND FROM OFFICIAL RECORDS THE ENTRIES ON THIS REPORT ARE TRUE AND CORRECT.

BALLARD, AND MAJOR WALTER J. MCCARROLL, HEADQUARTERS AND HEADQUARTERS DETACHMENT, NEW YORK NATIONAL GUARD, REPRESENTING PAY FOR 4 ADDITIONAL WEEK END DRILLS PERFORMED ON JUNE 24 AND 25TH, 1950.

IT IS STATED THAT BOTH OFFICERS WERE PAID FOR 12 PERIODS (APPROPRIATE DUTY) COVERING THE PERIOD FROM MAY 1, 1950 TO JULY 31, 1950, ON VOUCHER NO. 21826 OF YOUR AUGUST 1950 ACCOUNTS, BUT THAT FORM NO. 100 DID NOT SUBSTANTIATE THE CLAIM FOR ADDITIONAL PERIODS. YOU EXPRESSED DOUBT IN THE MATTER IN VIEW OF A DECISION OF THIS OFFICE, DATED MAY 4, 1935, 14 COMP. GEN. 808, WHEREIN IT WAS HELD THAT REMARKS APPEARING ON A SUPPLEMENTAL ARMORY DRILL PAY ROLL, WHICH ARE INCONSISTENT WITH, CONTRARY TO, OR UNSUPPORTED BY, THE FACTS SHOWN ON THE ORIGINAL PAY ROLL BASED ON ENTRIES APPEARING ON THE APPLICABLE ORIGINAL WD NGB FORMS NO. 100 FILED CONTEMPORANEOUSLY IN THE NATIONAL GUARD BUREAU AS THE PERMANENT RECORD OF THE DUTY PERFORMED, MAY NOT BE ACCEPTED TO AUTHORIZE THE PAYMENT OF ADDITIONAL ARMORY DRILL PAY.

THERE WAS SUBMITTED A PHOTOSTAIC COPY OF LETTER DATED JULY 28, 1950, FROM THE CHIEF, NATIONAL GUARD BUREAU, ADDRESSED TO THE ADJUTANTS GENERAL OF ALL STATES, ETC., CLARIFYING THE INTENT OF PARAGRAPH 2B (1), NGR 15, AS IT RELATES TO THE AIR SECTION, STATE HEADQUARTERS AND HEADQUARTERS DETACHMENT, AND AUTHORIZING OFFICERS ATTACHED TO A TACTICAL AIR UNIT, WHO ARE CARRIED ON FORM 100 AND PAY ROLL OF THE STATE HEADQUARTERS WITH DRILL ATTENDANCE VERIFIED BY THE AIR INSTRUCTOR, TO PERFORM PERIODS OF APPROPRIATE DUTY BASED ON THE NUMBER OF DRILLS HELD BY THE UNIT TO WHICH ATTACHED. ALSO, THERE WAS ENCLOSED A COPY OF TELETYPE MESSAGE, DATED JUNE 18, 1950, FROM THE CHIEF, NATIONAL GUARD BUREAU, AUTHORIZING THE AIR NATIONAL GUARD UNITS TO CONDUCT, PRIOR TO JULY 1, 1950, 4 ADDITIONAL TRAINING ASSEMBLIES OF AT LEAST 4 HOURS DURATION ON TWO CONSECUTIVE CALENDAR DAYS. IN ADDITION, THE PAPERS CONTAINED (1) A CERTIFIED EXTRACT COPY OF WD NGB FORM NO. 100, FOR THE MONTH OF JUNE 1950, SHOWING THEREON THAT COLONEL BALLARD AND MAJOR MCCARROLL SATISFACTORILLY PERFORMED 4 PERIODS OF APPROPRIATE DUTIES; AND (2) A CORRECTED COPY OF NGB FORM NO. 100 - WITH THE NOTATION DESTROY ALL OTHERS - FOR THE MONTH OF JUNE 1950, CERTIFIED TO BY CHIEF WARRANT OFFICER FREDERICK F. LEENIG, ORGANIZED COMMANDER, DATED JUNE 30, 1950, SHOWING, AMONG OTHER THINGS, THAT COLONEL BALLARD AND MAJOR MCCARROLL PERFORMED 4 EXTRA WEEK END DRILLS ON JUNE 24 AND 25, 1950. ON THE BASIS OF THIS LATTER REPORT DATED JUNE 30, 1950 (THE END OF THE MONTH INVOLVED), WHICH ENTRIES APPEAR TO HAVE BEEN RECORDED AT OR NEAR THE TIME THE ORIGINAL FORM 100 WAS FILED, BEARING A CERTIFICATION BY THE ORGANIZATION COMMANDER THAT FROM PERSONAL KNOWLEDGE AND FROM OFFICIAL RECORDS THE ENTRIES ON THIS REPORT ARE TRUE AND CORRECT, AND THAT THE FACT THAT SUCH WEEK END DRILLS WERE AUTHORIZED IN ACCORDANCE WITH APPLICABLE ADMINISTRATIVE REGULATIONS AND INSTRUCTIONS, IT MAY BE CONCLUDED THAT THE OFFICERS ATTENDED AND PERFORMED THE 4 ADDITIONAL WEEK END DRILLS.
