GAO reviewed the Agency for International Development's (AID) management of its information resources and accounting systems. GAO noted that: (1) AID automated information resources planning is not adequately coordinated and there is limited central oversight and management control for AID system initiatives; (2) AID does not have accurate information on its systems' plans and requirements; (3) there is limited linkage between AID external budget reports and internal planning documents, making it difficult for management to track and monitor AID information resources management spending; (4) this problem undermines the value of information needed to effectively develop, implement, and operate AID information systems and provide appropriate oversight; and (5) poor system planning increases the risk of incurring unnecessary costs for developing and maintaining redundant systems.
