GAO discussed what federal agency executives can do to improve performance by using new information technologies. GAO noted that: (1) federal agencies have not kept pace with evolving management practices and skills and have been unable to manage their operations in an acceptable, businesslike manner; (2) several legislative and regulatory changes intended to bring about management change are either already in place or being considered; and (3) federal executives should take aggressive actions to improve information management and performance.
