Pursuant to an agency request, GAO reviewed alternative procedures for recording air traffic controllers' time and attendance (T&A). GAO found that: (1) the Federal Aviation Administration (FAA) intends to use its preprinted T&A log rather than the required serial log to record controllers' arrival and departure times; (2) FAA believes the serial log is duplicative and administratively burdensome; and (3) although FAA alternative procedures provide better control than the existing system, FAA needs to ensure that controllers accurately record their arrival and departure times, specific shift supervisors are on duty, and each shift supervisor affirms the log's accuracy.
