The Budget for Fiscal Year 1991: Compliance With the Balanced Budget and Emergency Deficit Control Act of 1985

Pursuant to a legislative requirement, GAO reviewed the President's, the Office of Management and Budget's (OMB), and the Congressional Budget Office's (CBO) compliance with the Balanced Budget and Emergency Deficit Control Act of 1985 requirements to control discretionary spending for the defense, international, and domestic categories.
