The Division of Audits, General Accounting Office, has made a review of the activities of Division 2, Bureau of Public Roads. We found deficiencies and weaknesses in organization, procedures, and internal controls. Specific weakness are states' procedures for competitive bidding, preparation for final vouchers, purchase of materials and supplies, inadequate control of travel, and various other issues.
