Senator William Proxmire requested our Office to examine and report to him on a number of matters, including the possible misuse of appropriated monies for certain activities associated with the United States International Transportation Exposition (TRANSPO) held at Dulles International Airport from May 27, 1972, through June 4, 1972. The Senator's request questioned the propriety of the Department's actions and raised the issue of possible violations of law. We were asked to decide if there were violations of law in the cases of the expenses of Mr. William J. Bird, the Harry J. Krusz contract, the contract with Hargrove Displays, Inc., the Commission Paid Clapp and Poliak, Inc, the bus transportation subsidy, and the environmental impact.
