Certification of Voucher Payment for Excess Baggage Transportation by Air

The Civil Aeronautics Administration requested GAO's opinion regarding the certification of a payment voucher for travel costs by an employee and his dependents. The voucher was representative of the costs which would have been incurred for travel by air with 50 pounds of excess baggage, although the employee's wife chose to travel via personal automobile. The Civil Aeronautics Administration asked if the excess baggage costs could be appropriately included in the comparative cost statement for travel.
