Cities, Corporate Limits--Honolulu, Hawaii

The United States Marine Corps requested from GAO an advance decision on the claim of a Marine officer for travel, temporary lodging, dependents' travel, and dislocation allowances incident to an ordered change in duty assignments. The matter was submitted for decision due to doubt as to whether the travel and duty assignment under the orders constituted a permanent change of station as stated in the Joint Travel Regulations. This doubt arose because of provisions with respect to the geographical limits of the city and county of Honolulu.
