Leases--Payment of Rent to Agents of Lessor

GAO received a letter from the Secretary of State stating that the proprietor of the consular building in Istanbul, Turkey had informed the consulate general that rental for said building for the period from July 1, 1932 to June 30, 1933, had been assigned to the Bank of Athens and that the consulate general had been requested by the proprietor to pay rent for the building to the Bank of Athens. In light of this, the Secretary of State requested GAO's opinion on whether the receipt of the Bank of Athens covering rent for the period would be acceptable.
