Request for an Advance of Funds from the International Cooperation Administration

The International Cooperation Administration requested a decision from GAO pertaining to a request it received concerning an advance of funds to defray the expense of a visit to Guatemala by members and staff of the House Committee on Foreign Affairs. The Administration felt that its interpretation of its appropriations legislation allowed for such an advance and requested GAO's advice as to whether this interpretation was correct.
