West India Machinery & Supply Co., San Juan, P. R., protested the rejection of its bid for the delivery of certain tractors for use of the Government of the Virgin Islands and the homestead projects therein, and protested against the consideration of another bid for the delivery of contracts on the grounds that the bidder was an employee of the Government of the Virgin Islands.
GAO determined that all bids for the homestead projects had been rejected and that new bids had not been accepted, so it was unnecessary to take further action on the matter. Additionally, no bids should be considered or contracts entered into with any employee of the Government of the Virgin Islands or of the United States--whether such employee be temporary or permanent--for the delivery of supplies and materials.
