U.S. Sentencing Commission--Compensation of Staff Director--Authority for Meritorious Awards Program

The General Counsel of the United States Sentencing Commission requested our opinion regarding the maximum base salary which the Commission may pay its Staff Director and whether the Commission is authorized to pay performance bonuses and incentive awards to staff in meritorious cases.
