Compensation--Propmotions--Temporary--Retroactive

The Commander of the Puget Sound Naval Shipyard requested GAO's decision as to whether he may retroactively give an employee of the Shipyard a temporary promotion and pay that employee the compensation commensurate with that promotion for the period in question.
