Compensation--Rates--Retroactive--Correction of Administrative Error--Foreign Service Officer

The Department of Agriculture requested GAO's opinion on whether it may certify for payment the supplemental payroll voucher proposing payment to an employee of additional compensation to cover a retroactive adjustment in compensation from the minimum rate of GS-13 to the maximum rate for that grade.
