Aerotek Scientific LLC protests the issuance of a blanket purchase agreement (BPA) to Top Echelon Contracting, Inc. under request for quotations No. M8-Q11-03, issued by the Department of Veterans Affairs (VA) for non-personal staffing services for the Dallas Consolidated Mail Outpatient Pharmacy (1) facility in Lancaster, Texas. Aerotek, which submitted a higher priced quotation than Top Echelon, challenges the VA's evaluation of quotations.
