Prevailing Rate Employees--Lump-Sum Leave Payments

The Civil Service Commission sought GAO's concurrence in application of a Comptroller General decision to Prevailing Rate employees. GAO did not concur with the Commission's application of the holding in the decision to employees whose rates of pay are adjusted under public law, except in limited circumstances.
