Atteloir, Inc. protests the award of a contract to E.L. Hamm and Associates, Inc. under request for quotations No. DADW35-02-T issued by the Department of the Army, Military District of Washington for management, operation and maintenance of visual information services. Atteloir maintains that the agency's award decision is not consistent with the terms of the solicitation.
