A firm protested a Naval Sea Systems Command's (NAVSEA) decision on a contract award to serve as the design agent for technology development with respect to the DD(X) multi-mission naval surface combatant program, contending that the competition was not conducted on a common basis and that the evaluation of proposals was unreasonable and otherwise improper. GAO held that the protester was not competitively prejudiced by any unequal treatment. Accordingly, the protest was denied.
