A firm protested the specifications of a Missile Defense Agency (MDA) solicitation for automated information systems support services, contending that the solicitation unfairly required firms to certify their small business status at the time they submit proposals. GAO held that MDA properly required certification to limit competition to eligible firms. Accordingly, the protest was denied.
