Availability of Oil Spill Liability Trust Fund

GAO inquired of the Coast Guard about the availability of the Oil Spill Liability Trust Fund. The purpose of the inquiry was to establish whether the Chief Counsel of the Coast Guard still maintains the position taken in a 1998 memorandum to the Commandant that the office was unable to provide documents regarding the availability of the Trust Fund because they are privileged communications. The Coast Guard replied confirming that it continues to maintain the position taken in the 1998 memorandum.
