Two firms protested the Department of the Army's decision to solicit proposals for meals, lodging and transportation on an unrestricted basis, contending that the Army should have set the solicitation aside for small business participation. GAO held that the Army properly and reasonably decided not to set aside the procurement for small businesses since information indicated that it could not expect to receive proposals from at least two responsible small business offerers at fair market prices. Accordingly, the protest was denied.
